VETS GWAC – What Is It?

VETS GWAC is the Veterans Technology Services Government-wide Acquisition Multiple Award Indefinite-Delivery/Indefinite Quantity Contract. The contract is set aside for small Service-Disabled Veteran-Owned technology firms.

BACKGROUND

Established as a result of Executive Order 13360, GWAC requires:
•Federal agencies to enhance contracting opportunities for Service-Disabled Veteran Owned Small Businesses
•General Services Administration to establish a government-wide acquisition contract reserved for SDVOSBs through the establishment of the VETS GWAC.

FEATURES

·Performance period (Feb. 2, 2007, to Feb. 1, 2012) with a five-year option
·Ordering procedures are based on Fair Opportunity (FAR 16.505)
· $5 billion program ceiling
·Two functional areas:
 FA 1 Systems Operations and Maintenance
 FA 2 Information System Engineering

·Pre-completed process, easy to use and short procurement lead time
·Training and support available via GSA VETS GWAC team
·Limits “protestability” and increases contracting opportunities for SDVOSBs
·Assist federal agencies in meeting the SDVOSB annual 3 percent goal
