U.S. Park Police Sgt. Leon “Jeff” Capps Retires

Sgt. Jeff Capps retired from the U.S. Park Police on June 7, 2008, after more than 20 years of service.     

Prior to joining the Park Police, Capps served honorably in the U.S. Army from May 1976 until February 1988. During his last 6 years, he worked as a counterintelligence operative with duty assignments in Germany, Grenada and Washington D.C.

Capps began his career with the Park Police in December 1987. After completing the police academy and field training, he worked as a patrol officer in the District 4 and 5 stations, patrolling National Capital Parks – East until 1993. His patrol area included Anacostia Park, Suitland Parkway, Baltimore-Washington Parkway, Greenbelt Park and Fort Washington.

He briefly transferred to the Central District, patrolling the National Mall and surrounding parks, before accepting an assignment with the Traffic Safety Unit. The Park Police selected him for the Crime and Violence Task Force in 1994 and the Motorcycle Unit in 1996.  In addition, the Park Police designated him as the force representative to the National Board for Concerns of Police Survivors.

In November 2005 Capps attained the rank of sergeant and went back to the Central District. In May 2007 the Park Police reassigned him to the Motorcycle Unit, as Motor One, where he remained until his retirement.

Over the years Capps received numerous awards and letters of appreciation for his dedication to duty and professionalism. At his retirement ceremony, the U.S. Secret Service personally thanked him and presented him with an award for his work on presidential details while assigned to the Motorcycle Unit.

Acting Assistant Chief Sal Lauro, who presented Capps with his retirement credentials at the ceremony said the following: “Jeff has served our country faithfully and honorably for more than 32 years, 12 with the United States Army and 20 with the United States Park Police.  During this time he has been a teacher, a leader, and a warrior.”
